This micro-credential is designed for graduate-level students and working professionals interested in serving as an English Speaking Assessment Rater at Iowa State University. This training program prepares participants to assess international teaching assistants’ English speaking proficiency via the Oral English Certification Test (OECT)—an institutional assessment that evaluates how effectively international teaching assistants use English in instructional settings.

Earning Criteria
Required
The content of the training covers key topics, including different language functions, criteria used to measure test-takers' spoken English language proficiency, and adaptive test protocols. The micro-credential is earned after successfully:
Completing six half-day sessions of OECT ratings in a live setting
Earning 80% or higher on the cumulative live ratings
Conducting a minimum of three interviewing tasks during the Oral Proficiency Interview
Learning outcomes
After completing this course, participants will be able to:
Identify the components in the OECT that include the Oral Proficiency Interview and TEACH
Apply the criteria and rating scale for the OECT components
Rate the OECT components using the given rubric
Conduct the Oral Proficiency Interview
Assessment
Participants complete six half-days of OECT rating in a live setting and submit their OECT scores.
OECT scores will be evaluated by the Iowa State University OECT program supervisor, ensuring a minimum score of 80% or higher using the OECT rubric.
Participants may receive more test samples to review and submit until an 80% minimum score is achieved.
Attendance
Participants must complete a minimum of six half-days of OECT rating in a live setting. One to two additional half-days of live OECT rating may be required if the participants do not meet the required minimum 80% accuracy.
Grade Requirement
Participants must achieve a minimum score of 80% accuracy with the OECT rubric in the cumulative number of live ratings over six half-days.
